The booklet "Twin Cities" was developed by the Committee for Economic Development of Murmansk city Administration with the participation of the Northern Chamber of Commerce and Industry.

In accordance with the decision of the Council of Deputies of the city of Murmansk dated January 26, 2018 No. 43-754 "On approval of the regulation on the implementation of international relations of the municipal formation of the city of Murmansk", international relations are carried out in two forms: 

1. International cooperation with sister cities

2. Cross-border cooperation

City twinning is a long-term relationship between communities in two countries.

Sister-city interaction is unique in that it involves three main sectors: local government, businesses and the general public (non-profit organizations, citizen volunteers, etc.).

Twinning partnerships can carry out a wide range of activities under any international program, including various types of municipal, business, professional, educational or cultural exchange or project.

The friendly good-neighborly relations established between Murmansk and its twin cities make it possible to carry out joint economic projects, establish business and professional contacts. But most often, cooperation is carried out in the educational, cultural, social or sports fields.
