In Murmansk, Russian and Chinese business representatives discussed cooperation

21 August 2026

A delegation from China is working in the Kola Arctic. It includes leading representatives of Chinese business, including major infrastructure companies specializing in the construction of industrial and transport and logistics infrastructure, operators providing international shipping, manufacturing enterprises, telecommunications, trading, and technology companies, as well as automotive corporations. The Union of Chinese Entrepreneurs in Russia plays a special role, serving as the coordinator of business cooperation between Chinese and Russian businesses.

The highlight of the Chinese guests' visit to the Murmansk Region was the official welcoming ceremony for the NewNew Shipping Line vessel, which took place on August 20 at the Murmansk Commercial Seaport. As part of the business mission, the delegation also visited port infrastructure facilities in the region, including the new Lavna Commercial Seaport, and sites in and around Murmansk that could be used for industrial, logistics, and tourism projects. The delegation also toured the site of a future industrial park being created near the regional capital.

Today, a business dialogue was held for representatives of over 50 companies, organized by the Murmansk Region Development Corporation with the support of the Ministry of Arctic Development and Economy of the Murmansk Region.

Participants discussed opportunities for joint projects, support measures for investors, and project support mechanisms based on the "one-stop shop" principle.

"The first container voyage is a significant event for both Russian and Chinese businesses. It opens up new opportunities for entrepreneurs and creates a foundation for expanding business cooperation. Our shared goal is to fulfill these prospects with concrete projects and build an effective dialogue. The Murmansk Region Development Corporation is ready to provide comprehensive support for investment projects based on the "one-stop shop" principle—from consulting support and selection of government support measures to coordination of interactions with government agencies and financial institutions. Our goal is to create the most understandable and comfortable conditions for investors to implement projects in the region. We are open to cooperation and ready to provide comprehensive support at every stage," noted Elena Nesterovich, CEO of the Murmansk Region Development Corporation, opening the business meeting.

"We are pleased to welcome these distinguished guests to the final meeting. Over these days, our colleagues from China have learned much new and interesting about the Murmansk Region and its potential. I am confident that joint projects in industry, the creation of new infrastructure, the development of tourism, and the increase in trade turnover await us. Our goal is to provide entrepreneurs from both countries with clear and convenient working mechanisms: from site selection to investment project support. And we are already taking the first steps in this direction," noted Artem Kuksa, First Deputy Minister for Arctic Development and Economy of the Murmansk Region.

Also speaking to the participants were Ke Jin, CEO of NewNew Shipping Line; Tatyana Fedorey, Vice President of the Chamber of Commerce and Industry of the Murmansk Region; and Dmitry Ogurtsov, Director of the Foreign Economic Activity Center of the Russian-Chinese Guild of Commerce.

Particular attention was paid to the development of the Northern Sea Route as part of the "Ice Silk Road." Representatives of Chinese companies have expressed interest in organizing container shipping through the port of Murmansk, developing shipbuilding, and modernizing port infrastructure.

Today, the Murmansk Region enjoys strong foreign economic ties and a stable export position in global markets. The results speak for themselves: in 2025, 164 regional enterprises traded with 48 countries, and the physical volume of exports increased by 23.2%.

"China remains our key partner, accounting for 41% of the region's foreign trade. This is a direct result of the systematic work of the regional government under the leadership of Governor Andrei Vladimirovich Chibis—we have not only significantly increased our turnover with China but also attracted the interest of partners from India and South Korea. Our goal is to secure the Kola Peninsula's status as a key Arctic logistics hub: to make the region convenient and profitable for business, and a reliable partner for our international colleagues," noted Svetlana Panfilova, Deputy Governor and Minister of Arctic Development and Economy of the Murmansk Region.
