From January 4-7, 2026, representatives of the Murmansk city administration took part in the annual Harbin International Ice and Snow Festival.
On January 5, 2026, a meeting with Jian Jun, Deputy Mayor of the People's Government of Harbin, took place, and a Joint Action Plan for the Development of Cooperation between Murmansk and Harbin was signed. 2026 marks the 10th anniversary of the establishment of sister city relations, and an extensive program of joint events is planned.
As part of the program of events, the Murmansk delegation participated in the opening ceremony of the International Harbin Ice and Snow Festival, as well as the unveiling of an ice sculpture symbolizing the friendship between Murmansk and Harbin. The sculpture is based on a swan, symbolizing Harbin as a true pearl of Heilongjiang Province, and the nuclear-powered icebreaker "Lenin," one of the most important symbols of Arctic exploration and the heroic city of Murmansk, the base port of the Northern Sea Route and the capital of the Russian Arctic.
As part of the visit, representatives of the Murmansk city administration participated in the opening ceremony of the Harbin International Ice and Snow Economy Exhibition and visited Xuan Yuan Corporation and several enterprises in the Harbin Economic and Technological Development Zone.
