On October 23, 2025, following a rally dedicated to the 81st anniversary of the liberation of the Arctic from Nazi invaders during the Petsamo-Kirkenes Offensive, which was also attended by guests from Kazakhstan, Venezuela, the Republic of Belarus, Azerbaijan, Vietnam, the United Arab Emirates, and the People"s Republic of China, Deputy Head of Murmansk Andrei Kostin met with the delegation and discussed issues of international cooperation and the economic, cultural, and educational potential of the Arctic capital.
