Governor Andrei Chibis participated in the plenary session of the RAO/CIS OFFSHORE 2025 forum in St. Petersburg

Murmansk Region Governor Andrey Chibis participated in the plenary session of a key industry forum dedicated to the development of Arctic and continental shelf resources. This year"s event, held in memory of Academician Yevgeny Velikhov, brought together leading experts, scientists, and government officials to formulate strategic decisions for the region"s development.

Andrey Chibis presented a report on the future of the Russian Arctic. The regional governor described the Arctic as a national idea for the 21st century and a strategic region, accounting for up to 100% of the country"s production of key resources such as nickel and platinum group metals. The governor emphasized that a comprehensive approach is needed to counter external challenges, including sanctions pressure and the region"s growing militarization by NATO countries. The presidential project, operated by Glavsevmorput 2.0, aims to consolidate efforts to develop the Northern Sea Route, address infrastructure issues, create a comfortable living environment, and attract private investment.

"For us, the Arctic is, firstly, our longest maritime border. Secondly, it already makes a significant contribution to the economy: investment volumes amount to 35 billion rubles, and its contribution to GDP reaches six percent. However, the most important thing is the enormous, yet untapped resource potential, both on land and at sea. Developing it is a challenging endeavor that is already shaping the economy of tomorrow. Leading global powers are currently vying for influence in the Arctic region, and the Russian Federation"s actions here are crucial. We must maintain and strengthen our position, as this is also a matter of national security," the governor stated.

Andrey Chibis discussed in detail specific projects being implemented in the region: the creation of a logistics hub based in the ports of Murmansk, the development of a shipbuilding and ship repair base, the implementation of coastal energy projects, and the training of personnel for the Arctic through the creation of educational clusters at the region"s universities and colleges.

The governor emphasized that successful development of the Arctic is impossible without careful stewardship of its fragile ecosystem. He noted that the principle of implementing "green" technologies applies to all projects.

Andrey Chibis"s participation in the RAO/CIS OFFSHORE 2025 plenary session confirmed the Murmansk Region"s status as a strategic partner of the state and business in the comprehensive development of Arctic resources and strengthening Russia"s position as a leading Arctic power.
