From 22 to 24 March this year, a delegation from Murmansk took part in a trilateral seminar on housing and communal services and municipal services in the city of Rovaniemi. In addition to Murmansk, the seminar was attended by representatives of the first and youngest sister cities of Murmansk: the Finnish Rovaniemi and the Chinese Harbin.
The agreement to hold this event was reached on September 9, 2016, following negotiations with the head of the Murmansk city administration A.I. Sysoeva with representatives of the delegations of the cities of Harbin and Rovaniemi as part of the Gulf Stream festival, dedicated to the celebration of the 100th anniversary of the founding of Murmansk.
Harbin, Rovaniemi and Murmansk are northern cities in their respective countries and face similar problems.
The seminar program provided for the exchange of experience on road maintenance in winter, waste collection and disposal, energy and energy conservation, as well as a closed cycle of the economy and landscaping.
The parties made presentations, in particular, the Finnish side shared the experience of building structures from ice and snow, as well as new approaches to the construction of residential buildings using technologies of the Lapland University of Applied Sciences, experience of road maintenance in winter.
On the Russian side, the experience of road maintenance in the city of Murmansk was presented, as well as the scope of work on the improvement of the city, both already implemented and planned for 2017, was demonstrated. Mayor of Rovaniemi E. Lotvonen noted how the city has changed in recent years and stressed the importance of creating comfortable conditions for residents and guests of the city.
Chinese delegation presented the Harbin City Technical Strategy for Urban Development, which provides information on materials and construction technologies in Harbin with a particular focus on insulation and energy efficiency in residential buildings.
