From 10 to 16 March 2014, a Murmansk city Administration delegation paid a visit to Harbin, People"s Republic of China.
The purpose of the visit was to hold meetings with the organizers of a large international festival of sculptures made of snow and ice, representatives of the People"s Government of Harbin, education, business and healthcare.
They gained invaluable experience in organizing mass celebrations, touched upon the specifics of Chinese healthcare and the possibility of exchanging experience in healthcare, discussed the issue of studying the Chinese language in educational institutions of Murmansk. Particular attention was paid to the innovation and investment potential of the two cities and the possibility of joint projects.
On March 11, Deputy Head of Murmansk city Administration, Valentina Dotsnik, and First Deputy Mayor of the People"s Government of the City of Harbin, Ne Yulin, signed a protocol of intentions on the establishment of friendly ties and bilateral cooperation between the People"s Government of Harbin (People"s Republic of China) and Murmansk city Administration (Russian Federation).
This protocol consolidates the agreements reached by the two cities on the following:
The parties will contribute to the development of friendly exchanges and mutually beneficial cooperation aimed at establishing partnerships between cities;
The People"s Government of Harbin and the administration of Murmansk will, to the best of their ability, support trade, economic, scientific and technical cooperation, encourage exchanges and contacts in the fields of tourism, education, youth policy, culture, sports and others.
